((The lieutenant is someone you've known about, but never run into. Paralysis rays will be reinvented by multiple mad scientists, but never find any practical applications due to health concerns.))

Hour man will then move to the paralysis ray and ask her, " where is your lieutanant? also give us a reason to not have me or your pet wreck this machine?"

Hour-Man (+ Spectre) Friday May 26, 1940, 1:54 pm Philadelphia Corner of S 21st Street and Lombard Street
Gunfire and screaming could be heard from across the hall, as Spot the Troll attacked the gunmen at the windows.
Unmoved, Dr. Arman answered, "I assume he's somewhere in the building still. And as for not wrecking this machine...perhaps you respect science?"
"Is your first answer true?" the Spectre demanded of his charm victim.
"Yes," Dr. Arman confirmed.
"Do we have time to search this entire building for her lieutenant?" the Spectre asked Hour-Man.

Hourman thinks and says, " we really aren't in a hurry and if we defeat him it would wrap this adventure quicker. Doctor convince your lieutanant to surrender and I can see about saving your machine. Lets go find that person."

Hour-Man (+ Spectre) Friday May 26, 1940, 1:55 pm Philadelphia Corner of S 21st Street and Lombard Street
"I will hold onto these, for now," The Spectre said about the hypno-glasses. In response to Hour-Man, he said, "You speak wisely, meting out justice is more important than finding out if Captain Hawkman lived or died."
Dr. Arman shrugged, as if uninterested, in Hour-Man's proposal to save her gutted invention.
"I propose we see if whoever remains of the hoodlums Spot attacked can tell us where this lieutenant might be in the building," the Spectre continued.

Gabby Friday May 26, 1940, 1:50 pm Philadelphia Corner of S 21st Street and Lombard Street, outside
Gabby had come to Philadelphia to tell Captain Hawkman all about the drama taking place on the set of his film...but at least partly out of jealousy that Desmo was having adventures without him. Gabby had at least some of the details, from phone conversations with his old pal - he knew that some mad scientist dame had caused the Justice Society lots of trouble already, and that this was the address of her hideout. And, given the presence of a dozen policemen, both Philly PD officers and Philly County Sheriff's deputies, and shot out windows on the second and third floors of the building, and the additional traffic cops cordoning off the entire block from traffic on both ends, and the ambulance that just drove away with its emergency lights on, and the staff from a second ambulance trying to get injured policemen on board, and the fire truck waiting nearby - it seemed like things were finally at a showdown here, and Gabby was missing all of it!
More gunfire erupted, but as Gabby instinctively ducked, he realized it was occurring inside the building and not aimed out into the street.
Gabby had easily slipped past the traffic cop and was 100' from the entrance to the building, still unnoticed, until a plainclothes detective with a long face and short blonde hair, his badge on his jacket, finally noticed Gabby and started to approach him.

Gabby tried to focus. He was still haunted by the face of his co-star, Lauren Lake, the director's fiancé. She was quite simply a knock out. The director ended up losing it with Gabby shortly before he came to Philly over having a few too many midnight walks with Lauren to "discuss" the kissing scene. Gabby knew it was more than that and so did the director, so getting to Philly was the best thing until things settled down. But, he missed the other high life. The one he had was with the Cap. Instead of pretending to be on an adventure, the Cap was still living it. He was glad to be finally back to the old adventures he missed, and after only a couple hours in Philly, here he was right smack in the middle of it.
"Say, pal, can I have a word with you?" said Gabby. He wasn't sure what else to say. The Cap mentioned something about - what was it? - a death ray or something in there. "I just got a message from a government man in there from a Captain Desmo that they need me in there. The name's Gabby. I just flew in from Apple City."
Gabby extended his hand to shake hands hoping it might be a way to trip this guy and rush past him in the building.
"Here. I'll even show you the message," said Gabby hoping he came close enough to be tripped or given a knuckle knock out sandwich.

Gabby Friday May 26, 1940, 1:51 pm Philadelphia Corner of S 21st Street and Lombard Street, outside
The man approached to 3' from Gabby, reaching distance, but didn't agree to shake hands. "Detective Sergeant Carey," the man said to identify himself. He started to reach inside his coat before recalling his badge was on the outside of his jacket now and then gestured towards that. "If you want to talk, we should probably do it from behind cover before the shooting inside aims out here again. I'll buy that there may be a federal man inside. Can you name him for me?"

"There's one who goes by the code name Hour-Man. He and Captain Desmo usually form a team," said Gabby warming up to the detective a little.. "In the past they contracted me to help on some missions. In this case, I was worried about them being over their heads after hearing of the death of that famous fellow. What was his name? Wesley...? Anyhow, is there anyway I can help at this level? I have a gun. I could at least back up a few of your guys until we know where my men are...."

Hour-Man (+ Spectre) Friday May 26, 1940, 1:57 pm Philadelphia Corner of S 21st Street and Lombard Street
Hour-Man stood there thinking about it for a minute.
"I will go find out," the Spectre said. He made Dr. Arman come with him, which made Walter follow him, and the cats followed Walter, and then the two policemen looked to Hour-Man, but decided it was safer with the Spectre and followed him too.
From across the hall, Hour-Man heard snatches of the Spectre's interrogation of some mobsters they quickly found. "Second floor!" Hour-Man heard.

Casey shook his head and held out his hand. "Maybe you should just hand that gun over to me before you get into trouble with it..."
But then Casey noticed, as soon as Gabby did, that the other policemen behind Casey had gone very quiet. From Gabby's perspective, he could see the policemen were all frozen in place.
"What!" Casey said when he spun around to see. "It's the paralysis ray, get behind cover!" Casey added as he moved behind a car.

Gabby dove behind the car, and nudged Casey. "Hey I'll take my gun back, so I can get shot at whoever did this, pal."

"The what?!" exclaimed Gabby. "What kind of crazy is making living statues? Of all the nerve!"
Gabby took a quick peak through the car windows to see who or what was firing this ray gun before ducking back down by the detective. What did he see?

Gabby Friday May 26, 1940, 1:53 pm Philadelphia Corner of S 21st Street and Lombard Street, outside
Gabby peeked and scanned the front of the building. There were smashed windows up on the third (of four) floor and an open window on the second floor. There was a glint of sunlight off of something behind the second floor window.
