Hour-Man and Captain Desmo (and Zatara, Doris West) Wednesday May 10, 1940 Appleton City Dinosaur Museum of Natural History
Agent West looked a little relieved. "I am glad I can count on everyone of you here - and no doubt our members not present - if that need arises down the line."
Getting the meeting back on track, the matter of contact information was discussed. "Zatara has guessed our security concerns correctly...but we must be prepared for rapid responses. I'll get contact numbers for everyone we have - Spectre excluded, for now - as soon as I can."
And the last business undecided was about a headquarters. "Let's bring this to a vote," West said. "All in favor of establishing a warehouse headquarters here in Appleton, say aye."
Both West and Zatara voted aye - but both made their votes conditional on this being a short term lease and treated as an experiment.
"Our last order of group business, then," West said, "is to decide who should be responsible for securing the warehouse. Any of you three, being local heroes, seem logical choices."
Zatara did not volunteer himself.

"I can get started with that as I do not support myself with a day job," said Desmo. "I can call on other local members in as needed. I have also brought in an old partner Gabe in from India, who is a native born from Appleton."

And so it was decided who would secure the warehouse as a temporary headquarters for the quick response team in Appleton...
((Though, if Hour-Man wants to help, he can; he is almost healed back up to full already. Since Appleton is a 90% New York City analogue, if you tell me where you would want to find a warehouse in NYC, that will help me place it. Also share if there are any building features/specifications you want the warehouse to have.
((Tomorrow, the Sandman shows up in town. Does anyone want to roleplay a scene with him? Agent Regan and his fiancee Sally are leaving town shortly thereafter. Do either of you want a scene with them?))

Hourman will suggest something near the airport or docks for quick access to Desmo plane or maybe a boat. Hourman can meet with Sandman, I think they met back in the first adventure and then can introduce him to Desmo

Desmo would like to meet both both Agent Regan and Sally alone for a quick coffee near the museum.
"First congratulations on your impending nuptials. But that's not the real reason I asked you here," said Desmo feeling a little irate.
"The thing is - Hour-Man and the rest of the crew I work with have sat through meetings and worked side by side and met with the who's who of federal agents who claim to be calling the shots and we are now even being told classified government intelligence info. We've done the same work as agents - without being told to do so and by our own initiative - risking our lives and limbs to keep America free from villains. And I've been doing that for a while over in Mongolia and India. Now, how is any of our work different from work that federal agents do? Heck, this is probably a talk I should have had directly with Agent Doris. But here's the thing... when we're risking life and limb to stop bombs from blowing up department stores - let alone people, rescuing hostages, and stopping an international assassin terrorist ring, it stands to reason we are doing the work of agents," said Desmo and then pauses for effect.
Then he continued not letting the Agents get a word in edgewise, "Back in the Wild West, things were better than now. You ask John Wayne or Roy Rogers. They know. A good Sheriff back then, would find good men, and deputize them to fight against the villains. Did you know the British Army deputized me an honorary Captain and gave me a plane?What the heck is wrong with the American government? If we're as good as any of you, why the Dickens aren't any of you deputizing us? Why aren't we being recruited as agents instead of being regarded as helpful second bests who have to more or less sink or swim until agents can get out to us? You deputize us, and we will be able to have proper equipment and resources. All of this will help you and all of America win the good fight. You take that message back to Washington. I know you two are the right people to talk to because you came all the way to meet us. But, please, do the right thing..."

Captain Desmo (and Bart Regan and Sally) Wednesday May 10, 1940 Appleton City Brooklyn Hospital (not a coffee shop; Bart stayed behind at the hospital for a 3-day evaluation)

Bart got out of his hospital bed and assumed a fighting stance, which was almost comical in his hospital gown. "Don't you ever bad talk America in front of me, Desmo."
"What did the doctors say about your blood pressure, Bart?"
"Not now, Sally..." but Bart did pause and let Captain Desmo finish his diatribe.
When it was over Bart sat on the edge of his bed and responded. "Doris' superiors get informed of everything our team does, but only unofficially; no written records. When we requisition supplies for our missions, those supplies are reported as missing. Doris and I are both off the clock when we're on missions with this team. That's why Sally isn't part of the team; she's pulling regular hours to pay for our future honeymoon."
"We're going to tour Australia," Sally said.
"I apolozgize if this was never made clear to you, Desmo," Bart continued. "That said, if you really want to work as a fed - go ahead and apply. No one's stopping ya. Doris and I can still serve as references."

While this is going on after the meeting Rex will try to find a property near the docks or airport that is available to rent. He will write down in his notepad the numbers to call on the places that are renting these. As a cover he might even ask his boss for permission to open up another lab to work on separate projects. This will give his rival the lab to himself and more things could get done. He is still not sure about telling Zatarra about his true background. one he will not believe Rex but also can this current age understand future tech?

((Desmo may consider becoming an agent. It is actually in character in the Golden Age comics as he later does get rebranded as sunglass and suit wearing detective with a receding hairline.))

Rex Tyler's request was answered with a summons to Mr Bannerman's office. Several HR people were in attendance at this meeting, taking notes.
"Rick," Mr Bannerman said, getting Rex's name wrong again, "I'm going to level with you. We have had reports of some friction in the lab. Giving you a separate lab would probably alleviate that. And we don't want to lose you here at Bannerman Pharmaceuticals. All that said, we just aren't seeing results from your lab that warrant doubling our expenses. If you've been sitting on some ideas that are really going to make us a lot of money, this is the time to share them."
Rex knew he had been overly cautious; he had not wanted to step on the toes of anyone else's future contributions to science for fear of how it might affect the timeline. But if he was forced to innovate, he would have to do precisely that...
((If you don't have time to do your own pharmaceutical research, just tell me if Rex plays it safe or steals a future invention, and if the latter what year he takes it from. The other option - and I was just reminded you brought this up in OOC - is that Rex continues playing it safe and rents a private lab for himself instead; but that will require making sure he always brings home lots of treasure from hideouts. Something else we've never discussed - Rex has a towboat as a trophy item, perhaps something he claimed for his own after an earlier untold story. He could build a lab on the towboat - a floating lab, as it were.))

Rex knew about the original rex tyler's miracle drug and will not giver bannerman the formula. The though of this being mass produced and then weaponized would be tragic. Especially if the nazi or japan gets a hold of this. Besides Captain america is not to far, let him be the first enhanced superhero. Then he has an idea. " During the Great war we had two major problems. Dealing with Mustard gas and of course travel. My first project will be working on a chemical to temporarily lessen the effects of mustard gas on our citizens/ soldiers. Another idea I am working on is making the synthetic rubber more accessible. During the past few days I have been contacted by the military and had discussions with them. I know we are independent contractors but this could lead the company into some good money. The new lab would grant me some more space for testing. A waterfront location will also give me access to the sea to lesson any problems during the experiments" ( The idea is to get a warehouse with a dock, so he can dock his boat and use it as a floating lab too.) Desmo would like to do some contract work for the Bureau of Military Intelligence on the side. Liking the idea, he went out and bought a blue suit and sunglasses for a new look. He wasn't growing younger anymore. It was time to show the world he was no ashamed of what he looked like. He would surprise his friends when they met with his new look without his aviator cap and googles - he would surprise them ugh... with his receding hairline...

Hour-Man and Captain Desmo (and Bart Regan and Sally) Thursday May 11, 1940 Appleton City, Queens LaGuardia Field
"It's good to be back in real clothes!" Agent Regan was saying, tugging at his jacket sleeve, after a joke about his three days in a hospital gown.
Bart Regan wore a black sportcoat over white shirt, red tie, and gray slacks. Sally wore a red dress and, because it was windy at the airport, held on to her matching hat.
Captain Desmo felt incredibly exposed without his aviator helmet - ironically, at the one place where he would blend in best wearing it - but this was an important first step.
Hour-Man ((I'm guessing, based on precedence)) was in casual attire, appearing to be ordinary Rex Tyler.
"So, you're ready to join the bureau," Bart said, addressing the matter Captain Desmo had brought up. "I'm sure you'll do great. We'll need you in Washington at some point to fill out the paperwork. Why don't you fly back with us now?"
Sally spoke up. "He's waiting for his friend's flight to arrive. It should be any time now, right, Captain?"
