For the first time in a long time I got to play Call of Cthulhu recently. As much as I had wanted to play a character named Max Damage, I instead decided to name my deep sea diver Ace Mason.
The relevant thing is, that entire session could easily have been a H&H session, with Ace being a 1st-level Fighter. He had to make a swim check, which could have been a save vs. science or a Strength ability score check, and he made a spot hidden roll, which could have been a simple secret door check. All the rest was just mechanics-less roleplaying, well-suited for a game like H&H that encourages flavor text over game mechanics.
CoC's signature mechanic is probably Sanity loss, which has no close equivalent in H&H, but you could use a save vs. plot, with a -1 cumulative penalty for every time you need to roll...

The Insanity Clause-a Horror filter for Hideouts & Hoodlums. Whenever the Editor decides that The PCs should suffer a Terror effect, they first designate the Source: - Subsonic 'Brown Notes' Fear Rays etc require a Save vs. Science - Ancient Curses, Terrible Spells, etc require a Save vs Magic - Fear Toxins or pheromones etc require a Save vs Poisons -Existential Dread, Non-Euclidean Horrors, Gazing into the Abyss, watching your Sidekick turned Inside Out etc require a Save vs Plot. What happens next depends entirely on your Genre Filter: - Tales of Two-Fisted Terror, The dwelling place of EC Comics and the like, where Our Heroes are Ruled By Overwhelming Passions. Whenever the Editor calls for a Terror Check, the Player (Writer) can either roll the Save or choose to fail. Upon failure, the Editor decides on an appropriate Hangup to add to the PC. For the duration of that Adventure (and as long as the Player wants to keep the Hangup afterwards) The Editor can 'suggest' an action to the PC whenever the Hangup could be triggered. If the Player agrees, the PC takes the irrational action, and gets a 'Good Deed' bonus of 100 XP. If the Player Nopes Out, the PC grits their teeth and soldiers on. The Hangup can be discarded Next Issue, or kept for flavor (and XP!). - We Are All Adrift in the Uncaring Cosmos, the horrifying universe of Lovecraft, Chambers et al. Whenever the Editor calls for a Terror Check, the PCs must Save or acquire a Hangup as above (you can still choose to fail if you want to, but it is not recommended in this genre!). Whenever the Editor triggers the Hangup, the PC gets a Save vs Plot to resist, otherwise the PC must perform some sort of irrational action based on the Hangup until the trigger is gone-no choice to refuse or XP awards here, but the Player can choose the action they are locked into (flee, collapse, berserk flailing until KO'd etc). At the end of the Issue, the Player rolls a Save vs Plot to see if the Hangup is temporary. If not, you are saddled with it for awhile...sessions with Therapists, Mood-stabilizing Pills, Hypnosis etc allow a new Save vs Plot. Upon reaching a new Level, the Player can downgrade the PC's Hangup to a 'normal' one (and treat it as the Tales of Terror genre) or be rid of it entirely. What doesn't kill you really does make you stronger-eventually. Finally back from Florida with the rest of my Traffic Control teams and back to my Secret Base and trusty Internet at last! Do you have any idea how hard it was for this Android to follow the adventures of an Android on his Android ? Sleep Mode now, and a few days off...
