If we did have an influx of players, and we wanted to stick with the DC Comics theme, the following heroes were all published around the same time as we're playing in:

Which Timely Heroes would be available at that same time (holding back Human Torch and Sub-Mariner for the same reason as Doctor Fate and Spectre -- too powerful compared to the rest):

Let's see-are the 1940-1941 Heroes close enough? Superheroes-The Thin Man, Miss America, The Blazing Skull, the alien Vision, The Blue Diamond, Fiery Mask, The Invisible Man, Flexo the (android) Rubber Man, the alien Rockman, the android Marvex, The Human Top, The Terror (complete with Alter Ego!) Fighters-The Destroyer (serum notwithstanding, he seems non-powered) Tigerman, The Silver Scorpion,The Laughing Mask, The Patriot, The Falcon (Carl Burgess), Citizen V, the trio known as the 3Xs. Mysterymen-The Phantom Reporter, The Thunderer, Father Time, Mr E, The Witness. Pilot-Captain Daring, Captain Terror, American Ace from 1939. Magic-user-Dakor the Magician. A case could be made that Major Liberty was a specialized MU (what with that 'ghostly allies' schtick) Mantor the Magician, Magar, Monaco the Magician. Speedster- The Whizzer, Mercury/The Hurricane. Explorer- Trojack, Zara. Cowboy- Arizona Annie, Two-gun Kid and similar didn't appear until 1948, but who would care if you wanted to use them? Oh, and don't forget Dr Occult on the DC side for a lower-powered MU...

It's true I could have gone for more comprehensive lists, and I thank you for them, Order! What I was going for, though, were which heroes were active in the comics closest to the specific time frame my campaign is in now, late summer of 1941, and avoiding one-shot characters who were never used again (which Timely did a LOT).
Still...if you were looking to help stat all those heroes...
