The first core rulebook, with rules for creating Heroes (player characters) in a familiar class- and race-based system. With just the core rules, you could mix and match between fighters, magic-users, superheroes, aliens, androids, humans, and mermen.
Some trivia related to Book I:
Before H&H, there actually was a superhero RPG called Men & Supermen! I contacted the creator, Jerry Stratton, to make sure he would have no objections to me using the name on one of my rulebooks, and was very pleased to receive his blessings.
H&H was built on Marv/Finarvyn's Swords & Wizardry: White Box, which was in turn based on Matt Finch's Swords & Wizardry. I got Matt Finch's blessing at the time, unaware of Matt and Marv's un-close working partnership. I'm very pleased that Marv seems to have tacitly approved of H&H, years later, by joining us here!
One of the nice things about Book I is that you could play H&H with just that one book (albeit a limited version of the game). That was certainly true of the e-book version, though in reducing the page count for the POD version, I had to shuffle a lot of important rules (like combat) to Book III.
