I like the idea of just being up front and establishing that this game is set in the "What if the DC Universe existed strictly by the rules of H&H", rather than "Let's try to emulate the DC heroes using the H&H system." It set the expectations for whiners like me (not that I'd be able to keep up with the posting pace anyway!) or anyone else of that, ah, persuasion! Thinking about the Hawkman character in particular, I could see him not even having wings at all, but maybe a short, stylized cape, like the Black Condor's or something, and just focusing on Carter Hall's obsession with ancient Egypt and Ra, the Hawk-headed god of vengeance in particular.

Wonderful Cast! I have few questions though... I see you went with Hawkman as a Full Human-are you planning on Carter Hall following his classic DC counterpart (invent or commission Wing Harness eventually) or go Elseworlds with him as a 'Moon Knight' type with motorcycle, glider cape etc? Either way, a $2 Grappling Hook and some rope would allow for Proto-hawk to 'swoop' down on his foes... Wesley Dodds could probably use that Grappling Hook too, especially if he takes on some of his Silver Age tactics. I see he hasn't got a Gas Mask yet, but that's a bit of a waste without the Gas Gun and $400 is pricey for a mere -1 to Morale... Re:Doris West, Spy-since everyone in H&H 2nd Edition can don a disguise, I'm assuming that her 15% is the chance for a perfect disguise (no Save vs. Plot allowed) the same way everybody could try to sneak around in D&D (Surprise check) but Thieves had a chance to be "utterly silent" and "nearly invisible"? Please keep us updated on the possible Campaign-since I can't game I must live vicariously...

I'm presenting right now what all these heroes would look like at level 1, during their origin story phase. I'm still considering whether to apply brevet ranks before beginning play. If I do, then I will also roll randomly to see how many trophy items to start them with, that they either found or invented before play actually begins. I could also stat them out at each brevet rank to see what level I want to play them at the most.

Some "obvious" differences, based on random dice rolls: -As mentioned previously, Zatara is a stage magician with only a little magic. The silver dagger is the source of his power, perhaps bequeathed to him by some mentor figure, or found among the possessions of an ancient wizard. -This Wesley is way too poor to be a billionaire steel magnate. Wesley Dodge works in the chemistry division of Dodds Steel (no doubt they work on developing improved alloys). He has only above-average intelligence, so he's probably not going to be the gas gun's designer. Maybe all the chemists working in the same lab are co-conspirators and Wesley was chosen by drawing straws (or because he already knew ho to use a crossbow?) to be the vigilante who will use it when it's ready. -Carter Hall isn't a rich socialite, but maybe he's upper middle class? Descended from a well-to-do family of historians, Carter learned to fight with ancient weapons while studying them. He remembers a previous life (only 1 at 1st level; eventually he might remember back to Egyptian times?), but remembers being a police officer around the turn of the century. Aware of some injustice left unanswered from his previous life, he dons the armor, weapons, and distinctive helmet and shield that will make him known as the Hawkman. -Sandy Kean is just a very smart, very promising beat cop. -Doris West is beautiful, but tough as nails (way more hit points than anyone else!). She would have been a soldier if they'd let her, so she volunteered to be a spy instead as the next best thing. -Bart Regan is a tough guy who leads with his fists. He's the rich guy in the group, but he's also well-connected in the espionage branch.
So who would be the leader of this group? I'd go with whoever has the highest INT+WIS+CHA total. That would be Sandy Kean! Yes, all these would-be heroes recognize Sandy's potential and consider him their defacto leader. He's not well-connected enough to have assembled the group, though. I think that has to be a combination of Doris and Bart, who have the connections, plus Hawkman, who has the motive to gather a team. Everyone is outfitted for their first mission, which is surely to raid some hideout...
